Howdy!
I had a situation not long ago where I couldn't download from Windows Update & it turned out to be a video card I had installed was causing the download to freeze with the little pc icons showing transmission of data. The card was incompatible with my motherboard. Have you recently installed any hardware or software?

unfortunately shahsbro8,
we can't change our ISP everytime we have an internet problem, as it is most likely not their fault.
amory76,
I'd say try windowsupdate for IE updates, but that probably won't work.
You could try using a download manager such as Download Accelerator (http://www.getright.com>GetRight</a>) to download with.
(Yes, I know you can't download. Try seeing if a friend could download it for you and burn it to a disk.)
If you can download with those just fine, then it's a problem with IE.
Always glad to help!
