problem with opening a program (W2K)

This issue is really frustrating and it's an ongoing situation for me. I open Microsoft Photo Editor and the program open but it's just staying minimized on the toolbar. If I right-click on it at the toolbar and pick maximized nothing is happening. If I go to task manager, the program is currently running and status seems okay. Anyone have a clue what I should do?

Try right clicking on the icon for Photo Editor on the desktop, choose properties, and under the shortcut tab, choose "Normal window" in the Run: drop down menu. If that doesn't work, perhaps you should try re-installing photo editor.
