Can't access "My Computer | Properties" or "Control Panel" (WME)

I can't access "My Computer | Properties" or anything in the "Control Panel". When I right click on my computer then click on properties nothing happens. The same is true for anything I click on in Control Panel. Anyone seen this before? Its frustrating because it locks me out of all tweaking!

If this has just recently happened, then try running scanreg /restore from the command prompt and reverting back to a previous system state.
