minimal permissions user (W2K)

I am researching how to create a user with the least possible permissions on a one purpose,
one user, non-networked box. Essentially we want to create a user and add permissions to make
the product work.

My question is what is the best way to create the user and adjust the permissions?
If there is an error, what logs would show what to change?

I have looked at mmc and secedit to change policies but don't know if the best way is through
regedit and/or some login/logout scripts.
