I don't know if this is listed on this site or not but I sure couldn't find it, I have been researching this for years and I don't know how it appeared in my registy but it did....To disable the command "set as desktop background" in explorer, (make it grey out) simply go to Hkey curent user, software, microsoft, windows, current version, policies, active desktop. Creat a key titled "NoChangingWallpaper" without the quotes, logoff and walla! I have been trying to find this setting for about 3 years now, finally I have. It wasn't there before and I didn't add it in but it somehow appeared when i was messing with policy, at least i know what it is now! I hope this helps whoever needs it! Thanks!
