I previously ask this under the tweaks section and thank you to those that replied with suggestions. However I would like to try again for a cleaner straight forward solution ie a reg tweak if possible.
I have a locked down policy for a user that is secure in every sense apart from being able to right click on the Programs menu item from the Start button.
ie Start > Programs - right click then gives you the option to Open or Explore which then opens the whole machine up again.
Does anyone know how to disable this particular function - any help would be appreciated. ps I know about the disable right click onthe Start Button which is not the same and does not follow through to the Programs menu item.
Thank in advance.

You could just get a 3rd party program called "Fortres 101" It gives you complete control over what users can do in the GUI, like Disable access to certain menus and icons, things of that nature.
http://www.fortres.com/products/fortres_101.htm
Though i must forewarn you, its not for the average user.

3rd party programs stink too. they're basically either tweaking the registry (something we can do ourselves) or they're actively preventing certain actions, which is a system resource drain...

ps. i'm still working on removing the ability to right click on start menus....

Check out one little program called IconLock, developed by zdnet (I think). It is small, simple to use, and take up only small amount of your ram, plus its free.
It is written in C++, and come with the source code incase anyone need to modify it.
Do a search in yahoo or other search engines.

The best way to stop users from accessing explorer by Right Clicking or Double Clicking is to create a custom Start Menu on a Network Drive i.e. (S:) and then restricting (S:) drive. Thus when a user attempts to access explorer a restrictions messages appears.

That's how I do it.
It will also work pointing the system to a local folder on the computer; doesn't have to be a network share.

One should be cautious about pointing the system to a local folder on a standalone computer, because if you deny the local drive then the user will not be able to access local folders such as "My Documents". Also if the user has access to Office 2000 SP3, XP or 2003 then they will not be able to save to denied drives.

how is any of that a bad thing?
it's my opinion that users shouldn't have access to anything. they should suffer. haha

What do you mean by restricting it. How does that stop the right click. Each user on my machine by default has its own Startmenu area. i need them to load stuff from startup so i have to have execute in the permissions. What restrictions are you saying here that can stop the right click.

If you create a custom start menu, say \\server\startmenu, then map the network drive to it, say (S:), then direct there start menu to (S:) then restrict access to drive (S:). They can still access all their programs but if they right click programs or double click it, a restrictions message will appear.
Hope this helps.

What sort of restriction. Read only or what.

Using the standard system administration terminology, restrictions refer to the prevention of performing operations. You set restrictions through Group Policy and\or Systems Policy Editor.
So you need to use an ADM file (administrative template) which you can load with either Group Policy or Systems Policy Editor to restrict drives; i.e. the network drive the start menu is on.
Hope this helps.

I think you'll find that in XP this doesn't work. I've been also looking for a solution to this. I can disable right-click everywhere except the All Programs item of the Start Menu which I redirect to a share.

I think you'll find it does work, I know this for a fact as I use it. If you map the Start Menu to a network drive, say S:, then if you deny access to drive S:, when they right click the Start Menu and click Open or Explore they will be met with a restrictions message.

You don't need any third party software.
