Is there anyway to disable the right click Set as Desktop choice in Internet Explorer?

I asked this same question awhile ago and here is the thread where my question was answered.

This tweak worked great for disabling changing from Internet Explorer, but there is another work around to changing the desktop wallpaper.

Even with this tweak installed, a user can right click on an image on the hard drive and go to Set as Desktop Background and change the background.

Does anyone know how to get rid of this option?

just remove the ability to right-click, period.
for people that complain they can't copy and paste, please direct them to ctrl-c and ctrl-v as options that have been there since before the mouse became popular, and sucked the life out of computing.

In a school setting like mine, removing the right click option all together would be a disaster. We are supposed to keep the machines as much like their home or possibly work computers as possible.

I can still do this while keeping them unable to change certain things that can disrupt the class or cause damage to the computer. This is why I want to stop them from changing the wallpaper all together (some of the things they change their background to is definately disruptive (and/or disturbing)).
