Disabling deleting of desktop items (WXP-Pro)

As an admin, and the desktop's right click already disable, other people could still delete items in the desktop by pressing delete then enter. Is there anyway that Access denied could be displayed? I know there is a way bec. I already encountered a computer like this and each icon in it's desktop cannot be deleted.

Set the permissions on the Desktop folder, where ever that is (you might want to use policies to specify this) to deny deletion of files.
