I formatted a kind of junky computer, installed Windows with all the necessary drivers. But now for some reason, it will not load. It just sits during POST. I can go in to Safe Mode though. Could it possibly be a device driver? PCI?

Make a backup of your registry and configuration files first!
While you're in Safe Mode:
Start button-->Run-->type sysedit-->remark all of the lines of the config.sys and autoexec.bat, just write rem before each line... Reboot... Did you can get into Windows? Then is a problem on a driver loading from these files...
Didn't you? Then:
Go to Control Panel-->System-->Device Manager-->disable the graphics adapter, the sound card, comm and lpt ports, mouse, keyboard, usb, modem, network adapter... Reboot. If you can get into Windows, go ahead and enable the components one by one, followed by rebooting the system each time you enable a component, then you could see which is failing...

Thanks. I discovered it was an Ethernet card adapter driver.
