how can i give the default user/ all users a different recycle bin icon?

Log into each, right-click the desktop, go to Properties, then to the Effects tab and you can change the icons for several things.

ok. but that is just for 1 user. i would like the give all users the same recycle bin. f.e. when they first log on, they should get the recyclebin specified by me; i don't want them to change it.
