is this normal? It shows up in a disk cleaner program and gives me the option of deleting them but I'm not sure what to do. Any suggestions?

I'd leave them alone.
There are lots of utilities around that claim to be able to do that, but none of them can be relied on 100%.
They're simply unable to tell whether these files are or aren't required.
More computer problems are caused by people removing 'unneccesary' files, and running registry cleaners, than by people who don't...
It's wise to tread carefully!

If it had stated that there were 4 duplicate files then you might have looked at each of them to verify that they are in fact duplicates and then deleted one or more of them.
I have copied the Win98 folder from the Windows CD to my hard drive. This contains 1710 files that are certainly duplicates of others in my Windows folder.
I use a files back up program and it produces duplicates by design.
I want to keep all that I have mentioned.
If you do not replicate files intentionally then I would suggest you start by looking at some of the larger files to determine what they are before thinking about deleting files that you have on your hard drive by your previous desires.
When in doubt, leave it be as mentioned.
