Setting Default Background (WXP-Pro)

I have been doing a ton of work on desktop security with the help of this excellent site. Now I am down to small things like background wallpaper. I would like to set the background wallpaper for each (active directory) domain user to default to the one that I select.

Is there a registry setting that controls the default background wallpaper for all users?
