Blocking Folder Veiw From Limited Accounts (WXP-Home)

I need to block a bunch of my folders from my brother and his friends, can it be done?

I have heard a little about ownership of folders and can't figure out how to do it.

I also heard that WXP has a built in Encryption feature but i cna't find it anywhere
