Sometimes its the little things...
After umpteen attempts thru Display Properties and TweakUI I just cannot seem to disable the slow display for 'Windows, menus & lists'. Thru this site I found a Registry tweak to change the value. I went to HKeyCurrentUser\ControlPanel\desktop and found my "menu show delay" set to "267". That is not a typo. As per the tweak I reset the value to "1".
This works beautifully until I reboot. The scrolling slows down again. Something somewhere is maintaining this setting. The checkmark in Display Properties is shaded yet (temporarily) removeable. TweakUI is un-insalled. Any ideas?
I am very white-knuckled when it comes to the Registry so please be gentle. ;-)

Since you uninstalled TweakUI, you'll have to endure some white knuckles (unless you reinstall it, run it, select the explorer tab and check the Save explorer settings).

Cut and paste the following into a .reg file and execute it:
--CUT
REGEDIT4


HKEY_CURRENT_USER\Software\Microsoft\Windows\Curre ntVersion\Policies\Explorer
"NoSaveSettings"=hex:00,00,00,00

---CUT

I'm afraid the white knuckles won out a bit. I re-installed TweakUI and found the settings you mentioned already set. The shaded check-mark still returns in the Display Properties for animations. Things do seem to have speeded up a bit thru the Start Menu somehow. Its at least a comfortable pace. I wonder what is triggering that shaded checkmark for 'animate Windows, menus and lists' though. Strange.

I'm not sure what is triggering the shaded checked box--I have the same on my system, and my MenuDelay is set low, and TweakUI reports Window Animation under the General Tab. Yet, my settings are being saved, so I'll be darned if I know.

Hello: I thought I would let you know that I stumbled upon a solution to this little problem. If you click Cancel in the Windows Log-in (what is that environment called, anyway??) go to Display Properties and deselect 'animate windows, blah, blah, blah' that will remove the shaded check mark that persists for the other users. The setting even survives a reboot. woohoo!
