How to change the "Time Zone" in windows 2000 when a "Restricted user"?

Is this a restriction put in place by an administrator? If so, then contact the administrator to get it changed.

yes, I need to restricted the user( don't let he install any software) and set he be a "Restricted user". but he need alway to change the time zone.
so, any methode can make a "Restricted user" to change the time zone?
