Forwarding of proxy requests? (W2K)

We recently had our internet service discontinued and are routing traffic to the internet at two proxy servers at our corporate headquarters. We have two servers there that we can use to gain access to the internet but the reliability of them is suspect. What is happening is we set a user's proxy to one server and it will go down in the middle of the night for some reason. The users are using the excuse they don't know how to change the proxy to the other server as a reason to not get their work completed. My question is: is there a way to set internet explorer to automatically switch to the other proxy when it cannot make it thru? Or can I set up something on one of Win2000 servers to act as an internal proxy that forwards request to these other two proxy servers at corporate?
