Changing downloading position (W2K)

After downloading a program installer and opening it, by default the system files (.dll or what ever) getting created in system32. HOW to change download position of sys-files to myDocuments to make all compositions of the program in one position instead of spreading them here and there...

The system files (dll's) are normally stored in C:\winnt\system32 and this is defined during the publishing of the package using installshield.

I don't think there's any way to change it.
