IE blank window (XP)

I'm having a bit of a problem with IE and WindowsXP lately. When I try click some links that are supposed to spawn a seperate window with the content, the frame of the window will show up but the inside of it (where the content should be) is blank and you can just see the desktop. I tried checking/unchecking the "reuse windows for launching shortcuts", etc., but those don't work. I also tried the "regsvr32 urlmon.dll" from the Run, but that won't work.
IE will open multiple windows and show the content so that's not the problem...it has to do with the pop up. And yes, I have my pop up blocker disabled...
Any other ideas???

Upgraded IE & you have problems .

Microsoft provides a patch to rectify the problem:

When you run this executable, when it prompts you whether you wish to overwrite Newer files,
make sure to click YES for each file (do not select "No" or "No to All").
