I want to remove the internet and email icons from the task bar, so that the only way to access the internet is through the start bar.

You can right click on the taskbar and under Toolbars uncheck the Quick Launch or you can right click on the ones you want to remove and select delete.

but if I remove the task bar logged on as administrator, that only changes the settings for the current user, I want to set the changes for the local machine

I don't use Win2K too much I mostly use Redhat Linux and I have never been an administrator but you might try looking under Administrative Sevices. There may be options there otherwise you could always remove the shortcuts from the Quick Launch for each user .
