From time to time pictures or graphics on websites come up as red X's on Win Explorer. There doesn't seem to be any pattern. If I use Netscape on the same website the same thing happens. The tech people at my ISP are clueless. Does anyone know how to fix this? Thanks in advance.

Have you tried right clicking and choosing "show picture" ? Sometimes that will reload the image in question. If that doesn't work I suppose the web page may be the problem....problem with the way it was written?
Perhaps providing a link to the page on here would let others test it...and see if results are the same.
(Provided,of course, the page is not one of an "embarrassing" nature) *snicker*

It's a known problem after upgrading to SP1. While there are any number of anecdotal solutions, there is no known fix at this time.
