Changing folder icons (W2K)

I've followed all steps to changing a folders icon but it's not working, This is in my desktop.ini file :

[.ShellClassInfo]
IconFile=c:\temp\1.ico
IconIndex=0

The file attribs are system and hidden.

Is there anything I'm missing out?
