So I want to go through the users temp files periodicly to search for addresses I need to add to the proxy filter's forbidden list. The problem is when I navigate to C:\Doc & Set\%user%\Local Settings\Temporary ... all I can see are MY temp files, not the users' stored files. How can I view the users' cached files as they are stored?

The proceeding was from the "For What It's Worth" files, which by definition may be worthless. Take with a grain or ten of salt.

Ok Here's the biggest secret I'm giving you. Clear your Internet files. Then map a drive to the users drive. Through a DOS prompt , navigate to his temp files and copy the content.IE5 using including subfolders and hidden.

copy . /s/a c:\yourfolder

Waalah, you have their files on your machine and ready to browse normally.

Ahhh. I already did all of that down to the DOS prompt part. Didn't think of that. I'll give it a try.
