Windows Startup Menu (W98)

Everytime windows starts even after a successful shut down, the windows startup menu comes up. I have to choose whether to start windows in Normal mode, Safe Mode, Command Promt etc....There is no message displayed and by default Normal is choosen with the counter counting down from 30secs. Any idea on how to resolve the problem?

I would run msconfig and on the lower right click on Advanced and make sure Enable Startup Menu is unckecked.
