ACPI = Advanced Configuration and Power Interface. and is unlikely to 'shut off'...it will either be enabled or not and won't change on its own.
irq steering provides for pci devices to share an irq. this does not require acpi but if acpi is operating then pci devices often can't be manually forced to use their own unique irq.
I can't work out what problem you have, but if this info helps..
1. bios...power management, for OS to use acpi, must be set to ACPI, or if not an option, then to APM or OFF.
2. bios..usb = enabled. (not usb legacy...this is for usb keyboards).
3. bios...devices configured by...pnp OS.
note : changing stuff like this after OS install can give major problems (not always, but you could get unlucky).

actually it does shut off so to speak there is even an error code the issue is related to the inabilty of windows to shut down gracefully but i am not sure if this issue was causeing any problems it merely i think was a coincednce that my printer would stop working it now seems to have another issue the meesage when i ran nut s in bolts was the acpi irq holder irq steering was disabled code 22

device manager ...computer, should indicate if its acpi or standard pc. a problem causing failure of acpi should display an exclaimation mark.
look in devices with safe mode too.
personally though, I've found such things as Nuts and Bolts a way of turning a working machine into a pile of just that !

actually nothing shows up nut s n bolts is a utility program the issue is related to the windows power issue where it can shut down properly but like i said i do not know if it is a real issue it just seem that when it would be disabled i could not print from my usb port and that is another issue but it is for the manufactures to resolve
