I'm looking for a way to force my users to choose a screensaver. I've got them using password protection, but I need a way to keep them from just not using a password. Anyone have an idea for me?
I realize it's none of my business, but may I ask why? All screensavers do is use resources unnecessarily.

a cheap and plentiful source of used monitors come from commercial use - binned because a menu/logo is burnt in due to workers leaving on overnight!
But...if you are saying that you want to stop them using only the screensaver password option without an actual screensaver...well they can't do that anyway!!! if you don't choose an scr you can't password it.
..unless you really mean 'lock computer' password.
i hope you do because scr can also mean script and that probably wouldn't be a nice thing to do
1) The last case of monitor burn-in was in 1866 - before today's high grade monitors, SVGA and higher drivers, etc.
2) A far better option (and easier to mandate because you can set it yourself one time on everyone's system and then leave it) is to have the display and, if you like, HD power down after a defined period of inactivity. The admin can also prevent others from altering Control Panel settijngs.

Mgmt wants users to be able to select screen savers, however, they also want password protection. If you force the password policy, it can still be bypassed by choosing no screensaver. I need to see if there is a way to force users to have to choose a screen saver versus having no screen saver.

The only thing I can think of offhand is using a utility to monitor the registry for change to this value:
HKEY_CURRENT_USER\Control Panel\Desktop
SCRNSAVE.EXE
In XP the value is removed entirely when "NONE" is chosen from the list.
In this same key, this value determines whether or not the screensaver is password protected.

Jake provided the answer. Use that tweak to set the login.scr as the screensaver (which uses the user's own login password) and also disable access to change the screensaver settings.
