Buggs in Windows 98

When I start windows 98, a window with the program folder opens.
Do you have any solution for this problem?
If you have it, I will owe you bigtime.

If you have TweakUI, and you should--Under Explorer Tab, enable Save window settings. Then before you shut down Win98, close all windows.
