How about a tweak, that enables you to leave out-of-focus windows on top of the active window.

This could at times be practical, for example in case of the notepad and the calculator, but in general also, when you want to pass something from one program to the other without using the cut-and-paste function.

I'm not sure tweakui will do what you want. There are, however, 3rd party utilities (shareware or freeware) that will allow a window to remain on top.

tweakUI does very much what you want, I have it myself, and it is very helpful. for instance, I'm looking at notepad now, but i'm typing in this forum, even though I can't see it :)
