Backup for DSL

Hi,
Prevously I had Dialup connection shared with win98SE ICS sharing wiht win95 clients.
Now I have DSL connection with AZTECH TOURBO DSL Router/Bridge connected to HUB. I need dialup as backup for DSL when it is failed OR when in need of More bandwidth along with DSL.

how can i achive this with existing arrangements with out altering NIC setting in clients every time while changing DSL to dial up.
Pl note that DSL ( 192.168.1.1) is connected to Ethernet HUB directly and dils up with WIN98SE ICS ( 192.168.1.20)
