I'm trying to install windows 98se on a new computer, I get a message that frequency is out of range, adjust sync. I have a savage 256 bit 64mb AGP card and a lacie blue III monitor. Since I can't get a display what do I do now?

It's a monitor issue.
This usually happens when your screen resolution is set to something higher than what your monitor can display. For example, if your monitor supports resolutions of up to 1024x768 and your video card allows you to crank it up to 1600x1200, doing so will give you an error. Another reason you might get the error is if the refresh rate you selected a certain resolution is higher than what your monitor supports. The monitor can't "sync" with the video card, so it just gives you that "Out of Range" error.
However, in this particular case I'd make sure that your monitor is plugged in all the way, and that the cable is intact.

The monitor max is 1600X1200@76HZ. I used another plug n play monitor on it and get no display at all except for the onscreen controls for the monitor. I checked all the internals for loose plugs, cards and so forth. The video is integrated I found out. Can I try a video card in the pci slot? No I can't get to bios. I get no display at all.

i have known 'out of range' to also mean no signal (ie no signal = no detection of a signal in the valid range!).
i think trying a pci card is a good idea. usually this will auto disable the on board and might let you into bios to check settings.
although first you might want to try resetting cmos (a jumper usually).
and please read the board manual and check jumpers, switches, and ram specs etc. maybe try dopping bus speeds.
ps it often helps to remove ac power physically for a few minutes. (power supplies can sometimes crowbar voltages and will not try again without this action!).
