Is there a way to disable the local saving of files. Allowing only saving to a network drive? And Can you make it so that a Network drive is the default drive for the accessing of files? Can this be done in the registry? or is it a system setting?

You could use a program like TweakUI to hide all drives except the network drive. In Win98 this works, for Win2000, I don't know if a version of TweakUI exists to do the same. Search Google.
Some apps, like Office2000, have settings in each program that you can set the Save path. You can also search the registry for "My Documents" or "C:\My Documents" (the usual Open and Save default), and modify the value of the registry keys to point to the network path.
