Right Click Browser (W98)

Hi all i am after some help please many moons ago before i we used IE here i implemented some restrictions locally eg; no right click etc and now we have started to use the internet and i cannot right click in the browser window,i have searched for "noviewcontextmenu" and changed the value but to no avail does anyone know where this elusive key is stored ,many thanks in advance we are using IE 5 but im sure the version does not matter anyway.
