Access to Resourse through Group Membership (W2K)

I want give access to resources by virtue of job function. Example: Job Function-Secretary; Member of Secretary (resources:Word, Powerpoint) Job Function-Accountant; Member of Finance Group (resource; Excel) etc... What I want to do is give group access to the applications. I would also like the application icons to appear on the desktop only if the individual belongs to the group.... How do I do this? Please instruct me or tell me where I can find the instruction.
