Active X (W2K)

I have a program where I need to access a web page that uses activex. When I log in as admin I can see the page no problem. When I access it as a normal user I cant see the page, it is just blank. I've tried all kinds of reg hacks and haven't been able to find the right key. The web page is on our intranet (local), and I am running IE5.5sp2. Any suggestions?? It definitely looks like a permissions issue.
