Can't share files

I setup a network using a Netgear router and cat5 cable. Both computers can use the internet through my cable connection and they both can use email. What I can't get them to do is file share. I set up share level access, used the right names for the computers and workgroups. I've removed the NIC's 3 times and reloaded the NIC drivers. Both computers are using client for Microsoft network, both have file sharing enabled, everything seems right, but they cannot see eaches shared folders and they don't show up in Network Neighborhood. Does anyone have any suggestions.
