HKEY_CURRENT_USER\ Software\Microsoft\Windows\ CurrentVersion\Policies\ ActiveDesktop
Locate or create the DWORD value NoChangingWallPaper and set its data to 1. This will disable the Set as Wallpaper menu item.

Then you need to hack (or remove) MSPAINT.EXE to remove the options to Set as Wallpaper. <a target="_blank" href=http://www.winguides.com/forums/showthreaded.php?Cat=&Board=secwin&Number=52229&page=0>http://www.winguides.com/forums/showthreaded.php?Cat=&Board=secwin&Number=52229&page=0</a>

hey listen email me at aramsaja@nyit.edu there is 2 way to secure this.
1. are you running nt\2000
if so then you need regedt32 go and co to hkey current user\desktop and lock those keys give the permission read access.
and
2. you can also go to %userprofile%application data/microsoft/internet explorer/ and in this folder this is where a wallppaer is created if the picture is from the internet. I suggest that you make a file call "internet explorer wallpaper.bmp" and set it to read permissions a nd file attribute to read only.
if the problem is with windows 9x use the registry settings the other people gave you.
This is not working in W2K, because W2K replace the new save file by the real one.......
