how do i disable changing owner? or disable admins from changinf settings. Only certain users.

hi, please go here:
run - mmc - console - add/remove snap in - add - group policies.
and then go to comp configuration - windows setting - security setting - local policies - user rights assignment
then click on the "take ownership of file ..."
add or remove the user u want.
