You'll need some other software like <a target="_blank" href=http://www.powerquest.com/partitionmagic/>Partition Magic</a> to do it.

u can use disk management snap-in(in mmc).(you can convert fat,fat32 to ntfs with out restarting).
run-mmc - console-add/remove new snap-in - add -
disk mangement
