I have a whole slew of registry values in place to customize (limit) Internet Explorer's functionality and the availability of its controls to be served statewide on a Metaframe. I have buttons removed, proxy disabled, favorites stripped, etc. The real kicker, however, is the Address Bar. I have this</font color=blue>[/b] (http://www.winguides.com/registry/display.php/1111/><font) in place at HKLM. But, there's something a little weird goin' on.
If it is a new user, the first time he or she launches IE, they see the address bar. All other restrictions are in effect. Once they close the browser, or log off since it's a Metaframe, and then go back into the browser, the Address Bar is gone as I wish.
I've even tried this</font color=blue> (http://www.winguides.com/registry/display.php/1133/>[b]<font) and witnessed the same behavior. It's strange...
Now, I have some administrative limitations within which I have to work. I can't use a login script. I can't merge a reg file at every login, and I can't control what happens to consultants who are connecting from their home computers. So, what can I do, that I must not be doing or doing incorrectly right now, at the server-level to get rid of that Address Bar on the first use of IE?
If anyone can help me with this, I'd greatly appreciate it.

Don't let the mention of Metaframe throw you. It's really not relevant to the issue. It is included only as an example of the limitations I have at the moment.
