Empty login (W98)

I've just done a clean Windows98 install on what will be a new workstation with mapped drives to a server running NT-Workstation. Before I even set up the network access on the workstation, every bootup wants to do a login. Since I did not specify a required login, the user can just press ENTER with password left blank and then the system is accessible. What is causing this login and how do I get rid of it?

this has an option to skip the login screen
