Legal Message at Windows Startup

Please if anyone can help me. Everytime I boot windows it comes up with a "CAPTION FOR LEGAL NOTICE". I know two things, one it was a tweaking prog. which edited my registry to give me this, two, i did it myself, and got rid of the program. IT WAS A WHILE AGO.
IF anyone knows hot to get that stupid messge out, please help me.

It should be under there.

I haven't lost my mind, it's backed up on a disk somewhere.
