Recent Folder-Turn OFF Hard Disks

Hi, there

I would like to ask if there is any way of deleting the ''Recent'' folder
in the Windows directory for ever, without Windows 95 recreate it.

Also is it any program that Turn Off the hard disks when you click
Shutdown, For WINDOWS 95?
I known that this happen by default at Windows 98 but not at Win95.
