removing outlook express (W2K)

Hi

Is there any way of removing outlook express from windows 2000? Even though it has been deleted from the start menu & Quicklaunch in the default user profile and the all users profile, when a new user logs onto the machine it recreates the quicklaunch shortcut. If you try to delete the Outlook Express folder in program files it just reappears... anyone know how you get rid of it?
