Context menu

Hu guys,
Can i disable right clicking of the 'All programs' menu and subsequent file and folders on a particular users account in XP please?
I have ITweakU Pro but this particular function doesnt seem to work.

Add the user to the administrators group.

Login to the user's account and implement the below:

remove the user from the administrators group.

Thank you Patrick, but does this remove the programs list altogether? All i want to do is allow access to it but prevent right clicking.

I have tried giving the account Admin status, logging into the account, activating the 'hide context menu in start menu' option, but it does not work.
Any suggestions appreciated.
