To make your Network configuration secure against tampering requires a system policy, not simply hiding the icon. Anyone can access the Control Panel network configuration utility from the desktop by selecting "Properties" when right-clicking the Network Neighborhood icon. Users, groups and machines can have specific policies that prevent anyone from changing settings. Try FAQ's about creating policies for more help.

You can use a group policy to hide any or all Icons in contol panel. You have to manually enter the icon/file name with the extension.cpl
