Disable Right-Click of Icon on Desktop (W2K)

Sorry if this question has been asked before, (and sorry for the cross-post) but can someone tell me if the right-clicking of an icon on the desktop can be disabled? If so, how? I'd really appreciate any feedback. Feel free to email me or reply here.
