Access Denied To Control Panel? (W98)

When I try to access anything that relates to the control panel on this particular Win98 box I get a message about the file/folder or whatever I am trying to access has been denied. Double clicking on the clock causes it, right clicking the display then going properties spits it, even trying to bring up the system properties sheet causes it to spit this message. Is there something in the registry that needs to be changed, any help aprpeciated on this one, thanks.

Did you by any chance use tweakui to disable control panel?

It isn't actually my machine but a clients so I have no idea what they may have done to it. That said, I think it to be highly unlikely that he has installed TweakUI and messed around with it, he isn't that computer literate. The machine has previously had a Sircam infection ... From what I have read about this virus I don't think it to be the cause of the problems, but you never really know? Any idea what registry entry TweakUI changes to disable the control panel?
