i want my workstation cannot locally logon (W2K)

i using the group policy to limitation workstation users.but problem:when a user first logon to server
the second logon if cable nic is disconnected can logon locally workstation regardless server off or on. i want the users is server off cannot locally logon to workstation.
please help my.ergent

If you go to Start>Settings>Control Panel>Administrative Tools>Local Security Policy and then browse to Security Settings>Local Policies>User Rights Assignment>Deny Logon Locally.
