Is there any way to edit the 'Only with...' tool within Windows 2000?

This is when a file has no corresponding program to open it with and so on.

what are you trying to edit?

do you want to have an extension opened by a different program? go to windows explorer select tools/folder options go to the file types tab and find the extension you wont to modify and select change

or do you wont to modify the applications that can be selected in the open with window?

You can use RegCleaner (famous), it has an option to modify the "Open with..." menu
