I see this folder in the temporary files of the windows directory and also some others with number and letter combinations like 5fd43e47 and such. Can I delete these to save disk space or will they mess up IE? Also I have IE 6 but the folder says IE 5, why?

Yes you can delete them but they will be rebuilt on your next boot. Read the following on why they are there and how to really get rid of them.

http://www.xxxxmicrosoft.com/content/ms-hidden-files.shtml . You can just enter the famous four letter word in the place of the x's. Read # 4.0.
