some websits have been disallowed!? (W2K)

hi, all.
I have a serious problem with my Internet Explorer now. When I type some URL in the address bar, It will come up with a message saying "Access to the resource "..." has been disallowed!" .
but I never put those website in restricted zone!
and if you click a link to those URL, it will work!
how strange!
could anyone help me to resolve it?
